The White Paper on the State and Policies of China's Rare Earths, released in 2012, states that China, with 23% of the world's reserves of rare earths, is responsible for more than 90% of the world's market supply and has made important contributions to global economic development. In the second year after China issued the Opinions, the United States, the European Union, and Japan filed a lawsuit with the WTO over export management measures for rare earth products in China. After more than two years of game, China reluctantly lost the lawsuit. The unsuccessful case of the WTO "rare earth case" has caused the industry to reflect on China's rare earth export policy. Zeng Kun, deputy director of the Institute of Raw Material Industry of the CCID Research Institute of the Ministry of Industry and Information Technology, said in an interview with the author that the loss of the rare earth case prompted us to rethink the management of the rare earth industry.
